Chair Encarnación comments on MOIA's Know Your Rights comic book

New York City Council · Sep 22, 2026 · starts 0:31:17 · 24 sec

Chair Encarnación comments that the Know Your Rights comic book is a double-edged sword: useful but sad that it is necessary. She says her office distributes it during outreach and applauds its creation.

Elsie Encarnación

I, the comic book is like those double-edged swords.

Elsie Encarnación

It's like, it's great that we have it, but it's also very sad that we have it.

Elsie Encarnación

So, you know, I applaud it.

Elsie Encarnación

We have it in our office.

Elsie Encarnación

We give it out during, you know, outreach sessions and resource tabling.

Elsie Encarnación

But it's just a sad reality that we've come to that.

Elsie Encarnación

But I do applaud them as well for creating it.
