MOCS cites Passport Release 6 subcontracting improvements

New York City Council · Sep 23, 2026 · starts 0:45:10 · 2 min 40 sec

A MOCS representative says Passport Release 6 introduced a centralized workflow for recording subcontractor utilization and payments. Restler asks whether the city now has a better understanding of the subcontractor landscape, and MOCS says the tools exist but data coverage still needs follow-up.

Unidentified speaker

Chair Ressler, if I may just add to this point before we move on.

Unidentified speaker

If you were to move on.

Unidentified speaker

The controller's report was a look back on the performance of the city.

Unidentified speaker

But since then, particularly with MOX and Passport, we did have Release 6.

Unidentified speaker

And Release 6 did introduce a new centralized workflow that included a better way of recording and reporting subcontractor utilization, payments to subcontractors.

Unidentified speaker

Tracking the performance of the subcontractor utilization goals.

Unidentified speaker

And so that data does exist today.

Unidentified speaker

So you're seeing a significant increase in...

Unidentified speaker

And that information will be available for city agencies to consume.

Lincoln Restler

Is that the report that Chief Gardner referenced that is coming to him on Friday?

Unidentified speaker

I believe Chief Garner is talking about the subcontractor payments that are recorded.

Unidentified speaker

So, yes.

Lincoln Restler

Okay.

Lincoln Restler

So you think now, based on your expertise and the improvements in Release 6, that we actually have a much better understanding of the subcontractor landscape today than we did a year ago?

Unidentified speaker

I would say it's fair to say that we have the tools now and the data available that will allow us to address the issue, which we agree.

Unidentified speaker

It's a management, it's an oversight, management performance issue.

Unidentified speaker

And we just want to be able to what

Unidentified speaker

MOX is always trying to do, get better data and make that more available so that we can review and make more informed decisions.

Lincoln Restler

But you don't yet have an understanding of, let's say, what percent of the subcontracts citywide are actually captured here so that we know how many of them are MWBs.

Lincoln Restler

We don't know that.

Unidentified speaker

I think that's something that we would be able to provide, but we'd have to follow up.

Lincoln Restler

I think we'd love to follow up on that.

Lincoln Restler

I'm glad to hear.

Lincoln Restler

I'll just take a step back to say I'm grateful that this is a priority that you all have identified and that you're working on and that the new administration is really digging in on how do we do a better job of gathering this data comprehensively of subcontracts happening and how many are going to MWBs, and you're including the big five.

Lincoln Restler

I think those are all the right things to be doing, and I really want to commend you for it.

Lincoln Restler

You know better than me whether creating a new technology platform was necessary to do this or not, but we're down that course, and I hope that it's successful.

Lincoln Restler

I continue to be skeptical that we're going to get the information into Passport that we need, but it sounds like everybody's trying, and that you're trying from a management perspective, you're trying from a platform improvement perspective, and we'll all push together.

Lincoln Restler

I'm very happy to be a loud and obnoxious council member saying to agencies, do your damn job and report this data.

Lincoln Restler

It's really important.

Lincoln Restler

So let me know how I can be that partner as well.
