Q&A

Restler asks how the city intervenes with underperforming agencies like Health

Restler notes significant variation in MWBE performance across agencies, with DDC performing better than the Health Department. He asks what intervention the city uses when an agency is not taking MWBE contracting seriously, and Garner describes meetings with commissioners and ACCOs.

Lincoln Restler

There is significant variation in MWB performance across city agencies.

Lincoln Restler

Some do pretty well.

Lincoln Restler

Some seem to not care about this at all.

Lincoln Restler

In the previous administration, just looking at the data from previous years, I imagine this administration, everybody will make it a big priority and everything will be perfect.

Lincoln Restler

But, for example, DDC seemed to be performing significantly better than the health department, for example.

Lincoln Restler

Could you just walk me through an agency like the health department failing to do its job, not taking contracting with MWE seriously, not making it a priority?

Lincoln Restler

What's your intervention to try to get them to course correct?

Michael J. Garner

Right.

Michael J. Garner

So once again, we're looking at data on a more regular basis.

Michael J. Garner

I'm having meetings with agencies and at the committee.

Michael J. Garner

missioner level, working with their ACCOs and working with their MWB staff, giving them the support that they need, creating programming that would allow them to do a more effective job in their contracting.

Michael J. Garner

So we are up close and personal.

Michael J. Garner

And, you know, it has to be the...

Michael J. Garner

Error of transparency and accountability.

Michael J. Garner

And we are using the data in order to drive effective change at these agencies, allowing them to do a more effective job of broadening their contract awards.

Lincoln Restler

For the public, what's the best real-time information or kind of regularly updated information that we can access to understand how agencies are performing throughout the fiscal year?

Michael J. Garner

Well, certainly with the introduction of B2G, it's going to give us like almost real-time of contract award data.

Michael J. Garner

And also, more importantly, once again, the payment data.

Michael J. Garner

And so once the system is fully operational, we can generate data almost on a daily basis.

Lincoln Restler

Great.

Lincoln Restler

So I think we'll have to figure out a...

Lincoln Restler

Public reporting cadence of the B2G data as that platform comes online.
