Brewer questions social worker staffing and discharge planning compliance

New York City Council · Sep 23, 2026 · starts 1:07:37 · 1 min 14 sec

Brewer cites a compliance report showing social worker staffing at 90% and asks about recruitment and discharge planning. Epstein says CHS has made recruitment and retention efforts and has only one vacancy in that area, though pretrial detention makes discharge planning difficult.

Gale A. Brewer

In terms of Brad H., I know that the most recent compliance report noted that CHS hired three more social workers, up to 90%.

Gale A. Brewer

So have you had any more social workers hired?

Gale A. Brewer

Do you have any sense of recruitment?

Gale A. Brewer

Because the issue for me is the discharge plan staff categories.

Gale A. Brewer

It should be 100%.

Gale A. Brewer

I guess I'm concerned.

Gale A. Brewer

I'm still concerned about those that are leaving having enough support.

Gale A. Brewer

And I guess you've never quite been in compliance with this discharge planning.

Gale A. Brewer

Can you bring us up to date on staffing, discharge planning, et cetera?

Ellie Epstein

Yeah, so we've made a lot of efforts towards recruitment and retention of social workers.

Ellie Epstein

We know the quality of our discharge planning service is dependent upon those staff.

Ellie Epstein

Our vacancy rate, I'd have to double check, but I believe we only have one posting, I think, at the moment.

Ellie Epstein

So we are very close to full staffing.

Ellie Epstein

Again, much of the challenge is that most of our patients are pretrial detainees, and so we don't have an expected discharge date, which really makes planning and being able to put together a solid plan extremely difficult.

Ellie Epstein

And I apologize.

Ellie Epstein

What was the other part of your question?

Gale A. Brewer

No, well, you mostly did.

Gale A. Brewer

I guess the issue, that's enough to answer.
