Q&A

Salaam asks about missed appointment causes and Bellevue's 81% rate

New York City Council · Sep 23, 2026 · starts 1:11:13 · 1 min 3 sec

Council Member Yusef Salaam asks how much of the 40% unseen mental health appointment rate is refusal, officer non-production, or lock-ins, and asks about Bellevue's rate. Boyd says he lacks granular data but can follow up on missed appointments.

Yusef Salaam

Thank you, Chair.

Yusef Salaam

Just a few questions.

Yusef Salaam

About 40% of scheduled mental health appointments go unseen.

Yusef Salaam

How much of that is refusal?

Yusef Salaam

How much is officers not bringing people to the clinic?

Yusef Salaam

How much is lock-ins?

Yusef Salaam

And what explains the gap with Bellevue's early 81% rate?

James Boyd

Which point in time are you referring to, Councilmember?

Yusef Salaam

Which point in time?

Yusef Salaam

I guess since the open?

James Boyd

Specific to Bellevue Hospital, the OTXB?

Yusef Salaam

The prison, yes.

James Boyd

I don't have that granular data, but we can certainly follow up on any missed medical appointments.

James Boyd

I don't know if there's anything else you want to add, but I mean, I don't know if you visited, but, you know, it's the whole kind of intent of this space is to make sure that there are direct access to services, which is on site on the second floor.

James Boyd

But however, we can follow up on that data in a follow up.

Yusef Salaam

No, I appreciate that.
