Sanchez highlights J-51 accountability and new reporting requirements

New York City Council · Sep 24, 2026 · starts 0:03:30 · 37 sec

Sanchez says Intro 1015-A maintains accountability mechanisms for terminating or revoking benefits, including the affidavit of no harassment. She adds that the Council is adding comprehensive reporting on which buildings receive J-51, how much they receive, work categories, locations, and rental versus homeownership breakdowns.

And in addition to these changes, 1015A will maintain previous accountability mechanisms for terminating or revoking the benefits if any building fails to comply with the program requirements, including the affidavit of no harassment.

The council is also adding comprehensive reporting on which buildings receive the new J51 benefit, how much they receive, the categories of work they are pursuing, where they are located, and the breakdown between rental and homeownership buildings.

This will provide the public with transparent information on how the city is using its resources and help to shape future iterations of the J51 program.
