Council staff calls the meeting to order and asks attendees to silence phones and not approach the dais. Staff then invites Chair Farah N. Louis to begin.
Chair Farah N. Louis opens the Subcommittee on Zoning and Franchises meeting and introduces attending council members. She states that today's vote covers three proposals, beginning with a revocable consent application.
Chair Louis calls for a stand at ease because of technical difficulties. After the pause, she notes that Council Member Farías has joined and tests the audio before resuming.
Chair Louis restates that the subcommittee is voting on three proposals. She identifies the LU 141 sidewalk café application in Council Member Thomas-Henry's district and the 158-06 Northern Boulevard and 21-31 46th Avenue mixed-use rezonings in Queens.
Chair Louis presents LU 141 and notes that Council Member Thomas-Henry does not support the Cali Tajadas Bakery & Restaurant sidewalk café application. Thomas-Henry cites unresolved quality-of-life concerns and lack of communication with the owner, arguing that use of shared public space requires responsibility to neighbors and other small businesses.
Chair Louis describes the mixed-use residential rezoning in Flushing, Queens, with about 76 apartments and 19 permanently affordable units. She explains recommended modifications to limit the rezoning area to Northern Boulevard frontage and adjust the mandatory inclusionary housing text, noting Council Member Ung supports the application as modified.
Chair Louis describes the Long Island City project with about 84 apartments and 21 permanently affordable units. She explains the zoning map and text amendments and the modification to remove MIH option two and add option three for deeper affordability, with Council Member Won's support.
Chair Louis asks whether any council members have questions or remarks and instructs remote members to use the raise-hand button. Staff confirms that no council members have questions.
Chair Louis calls a vote to disapprove the Cali Tajadas sidewalk café application and approve with modifications the 158-06 Northern Boulevard and 21-31 46th Avenue rezoning applications. She directs the clerk to call the roll.
The clerk calls the roll and Council Members Farías, Schulman, Salaam, Felder, Encarnación, Sanchez, Thomas-Henry, Carr, and Chair Louis vote aye. The roll call records affirmative votes on the combined items.
Staff announces that with nine affirmative votes, zero opposing, and zero abstentions, the items are approved as described by the chair. The items are referred to the full Land Use Committee.
Chair Louis concludes the business and thanks members of the public, colleagues, subcommittee and council staff, land use staff, and the sergeant at arms. She adjourns the meeting.
