Emmy Liss presents Mayor's Office vision for universal child care
Emmy Liss, Executive Director of the Mayor's Office of Child Care and Early Childhood Education, introduces the administration's universal child care vision. She says multilingual learner support is central to that goal.
Good afternoon, Chair Gutierrez and members of the Subcommittee on Early Childhood Education.
My name is Emmy Liss, and I am the Executive Director of the Mayor's Office of Child Care and Early Childhood Education.
I am joined today by my colleagues from New York City Public Schools, and we would like to thank you for convening this important hearing and for giving us the opportunity to testify before you.
The Mamdani administration is committed to a vision of universal child care, a city in which every child under five has access to free, high-quality early care and education
offered in a range of culturally competent settings with caregivers and educators who are trained, respected, and fairly compensated.
Supporting multilingual learners is a critical component of the mayor's goal because we know that child care cannot be universal in one of the most diverse cities in the world unless we support multilingual learners and providers.
