De La Rosa asks about RFP for outsourced contact center services

New York City Council · Sep 30, 2026 · starts 0:52:56 · 1 min 5 sec

Chair asks about an RFP on Passport for outsourced contact center services. Morrisroe says the current overflow vendor contract ends February 28, 2027, and the city is soliciting bids for a new contract starting March 1, 2027.

Carmen N. De La Rosa

Okay, I do want to ask a few questions about passport procurement and other things.

Carmen N. De La Rosa

On the passport procurement website, there is an RFP for outsourced contract center services for NYC 311.

Carmen N. De La Rosa

We have the RFP number.

Carmen N. De La Rosa

Please tell us more about the need for outsourcing the contact center.

Joe Morrisroe

Great.

Joe Morrisroe

Thank you for the question and for the context with respect to passport.

Joe Morrisroe

I thought you were going to ask me a passport question.

Joe Morrisroe

So I'm glad it's a 311 question.

Joe Morrisroe

So, yes, I can speak to that.

Joe Morrisroe

We talked previously about the contracted vendor, also known as the overflow vendor.

Joe Morrisroe

So that contract ends February 27, February 28 of 2027.

Joe Morrisroe

The city approaches that we're going to solicit bids for a new contract that would start March 1st, 2027.

Joe Morrisroe

So that, I'll call it the RFP that you referenced, that is to solicit vendors for that purpose.

Carmen N. De La Rosa

Okay.

Carmen N. De La Rosa

And so as of right now, you're just soliciting?

Carmen N. De La Rosa

You're in the process of soliciting.

Joe Morrisroe

Correct.

Carmen N. De La Rosa

Okay.
