De La Rosa questions outsourcing and King Teleservices contract

New York City Council · Sep 30, 2026 · starts 0:22:53 · 3 min 2 sec

Morrisroe says call takers are not outsourced but 311 uses overflow vendor King Teleservices daily as backup. The contract was extended through February 28, 2027, and he will provide the exact contract value later.

Carmen N. De La Rosa

Do you know what's the starting salary for a co-sensor representative?

Joe Morrisroe

Thank you for that question.

Joe Morrisroe

Yes, I do.

Joe Morrisroe

It's $40,600 a year.

Carmen N. De La Rosa

More than paraprofessionals.

Carmen N. De La Rosa

Did the number of call takers change in the last two years?

Joe Morrisroe

Over the last two years, the budgeted headcount has been 248.

Joe Morrisroe

That's been consistent.

Carmen N. De La Rosa

Okay, it's consistent.

Carmen N. De La Rosa

And what about outsourcing?

Carmen N. De La Rosa

Are call takers outsourced?

Joe Morrisroe

Thank you for that question.

Joe Morrisroe

The 311 call takers or call center representatives themselves are not outsourced.

Joe Morrisroe

However, the agency has a contract with an overflow vendor that's based in Brooklyn to handle calls.

Carmen N. De La Rosa

Which is the vendor?

Joe Morrisroe

The vendor is King Teleservices, Inc., K-I-N-G.

Carmen N. De La Rosa

Okay.

Carmen N. De La Rosa

Tell us.

Carmen N. De La Rosa

King Teleservices.

Carmen N. De La Rosa

And then you said, so that's for an overflow if the number is higher than capacity.

Joe Morrisroe

Correct.

Joe Morrisroe

So we use that vendor as what we call our overflow vendor.

Joe Morrisroe

They are trained to do the same work that the city 311 call center staff does.

Carmen N. De La Rosa

And when is that overflow triggered?

Joe Morrisroe

So they actually operate in a steady state.

Joe Morrisroe

So they take calls every day.

Joe Morrisroe

So in that way, we have a baseline that there's always going to be someone there.

Joe Morrisroe

The vendor serves as one of our backup locations, basically our content.

Joe Morrisroe

of operations plan.

Joe Morrisroe

So if something were to happen, we have the ability to have that vendor kind of hot and ready as opposed to having to stand them up so that they are in effect every day.

Carmen N. De La Rosa

Okay.

Carmen N. De La Rosa

Are those the folks who work for the vendor paid the same as the city workers?

Joe Morrisroe

I appreciate that question.

Joe Morrisroe

I don't have the answer on how much they are paid.

Joe Morrisroe

The city has a contract with the vendor.

Joe Morrisroe

We pay what we call a production hour rate.

Joe Morrisroe

So that's the information that we would have.

Joe Morrisroe

The vendor as a private company would work that arrangement with their employees.

Carmen N. De La Rosa

Okay.

Carmen N. De La Rosa

Was the contract, the contract term, we have information that the contract term was ending February 2026.

Carmen N. De La Rosa

We're now in September 2026.

Carmen N. De La Rosa

Was the contract renewed with King Teleservice?

Joe Morrisroe

That is a very timely question.

Joe Morrisroe

Thank you.

Joe Morrisroe

The current contract that we're in was extended last year for the period March of 2026 through February 28th of 2027.

Carmen N. De La Rosa

26 to 12.

Joe Morrisroe

There is no extension on that.

Carmen N. De La Rosa

Okay.

Carmen N. De La Rosa

The expiration date is March 2027.

Joe Morrisroe

The current end date of the contract we're under ends in March 2020.

Joe Morrisroe

I'm sorry, February 28, 2027.

Carmen N. De La Rosa

Okay, and what is the contract value?

Carmen N. De La Rosa

Do you know?

Joe Morrisroe

The contract value, it's...

Joe Morrisroe

I would have to get back to you to the exact figure.

Joe Morrisroe

The contract has had different iterations over the years, so I would want to zero in on what the current one is.

Carmen N. De La Rosa

Okay.

Carmen N. De La Rosa

All right.

Carmen N. De La Rosa

I'm going to stop there for now.
