Anna Humphrey of CIDNY testifies on delivery licensing and moped registration
Anna Humphrey supports Intro 950 for delivery service licensing and Intro 389 for moped registration verification, saying disabled pedestrians face hazards from reckless micromobility.
Thank you.
Hello, my name is Anna Humphrey, and I'm testifying today on behalf of the Center for Independence of the Disabled, New York, Sydney.
We support Intro 950 because establishing a business licensing framework for delivery services is a critical first step toward accountability.
For disabled pedestrians, navigating city sidewalks has become increasingly hazardous due to reckless micromobility operation and unsafe commercial delivery practices.
When reckless or illegal e-bike use leads to serious injuries, app-based delivery companies regularly shirk responsibility, leaving vulnerable victims with trauma and unrecoverable medical expenses.
In 2023, NYC DOT recorded 30 cyclist fatalities.
23 of those deaths involved e-bike riders.
Most of those 23 were working for app-based delivery platforms.
By setting clear conditions for...
for licensure and establishing enforcement, Intro 950 ensures that wealthy delivery platforms can finally be held legally and financially accountable for the dangerous conditions created by their business models.
We support Intro 389, which mandates that third-party food delivery apps verify that mopeds used by their workers are properly registered before allowing them onto the platform.
Unregistered high-speed mopeds frequently travel illegally on sidewalks, pedestrian plazas, and
crosswalks presenting a physical threat to pedestrians with disabilities who cannot react or move out of the way quickly.
Without proper registration, hit-and-run incidents involving disabled New Yorkers leave victims with zero recourse or ability to identify those responsible.
Intro 389 places the burden directly on the corporations profiting from these deliveries, forcing platforms to ensure that every vehicle operating on their behalf follows basic traffic safety laws before hitting our streets.
We urge the City Council to implement these safety measures that protect pedestrians with disabilities who want to navigate our streets without fear.
Thank you for the opportunity to comment.
Thank you.
