Chair Abreu asks about Intro 1069 and trip-level data importance
Abreu asks why trip-level data is vital for understanding unsafe delivery times, and DOT says it is critical to correlate incentives with safety outcomes.
My bill, Intro 1069, will directly address this issue by requiring app-based delivery companies to share trip-level data and requiring DCWP to use that information to set rules around safe delivery time standards.
We need to make sure that in the transition from trip-based to time-based,
pay for delivery workers, we are not giving companies license to push delivery workers to make unsafe decisions in a race to keep up with unrealistic timeframes and expectations.
I was pleased to see in the recent Vision Zero Reimagined report that obtaining trip-level data from delivery companies is also one of the administration's priorities.
Can you speak to why trip-level data compared to more high-level data is so vital for understanding and addressing unsafe delivery time conditions?
And how does this data differ from the data that you already collect from third-party delivery companies?
Thank you, Chair.
Yeah, it's really critical for us because right now we, as Commissioner Levine said, we have little to no insight into exactly how the incentives of these delivery algorithms basically
play out.
And in order to correlate how do different incentives or number of trips or length of trips or time of trips or location of trips relate to the safety outcomes, we need that trip level data.
We need to disaggregate it, right?
We want to preserve privacy, obviously, but we really need that.
And ideally, we need it connected to the crash data, like trip to crash level, so we can directly correlate it.
Thank you.
