Q&A

Chair Abreu asks what percentage of seized devices were commercial

New York City Council · Sep 30, 2026 · starts 1:47:08 · 51 sec

Abreu asks what percentage of seized devices were used for commercial purposes, and Chief Obey says NYPD does not track that.

Shaun Abreu

What percentage were used for commercial purposes?

Chief Obey

So we don't track that.

Shaun Abreu

Any reason why you do not track that?

Chief Obey

What we do track is when it comes to seizures, again, our seizure reasons are based around this, not around whether that device itself is being used for commercial purposes.

And also, the reality is that sometimes we're just not going to know.

Unidentified speaker

Sometimes we will, obviously.

You can imagine lots of situations where officers are encountering an unlawful motorized scooter.

The user may not even be there, right?

And it's subject to, they're going to seize it for a variety of reasons, but they may not know when they're creating that voucher, for example, whether it was commercial or not.

So again, it would be very hard to track that in a systematic, thorough way.
