Agency Testimony

Commissioner Levine testifies on Intro 950 (licensing delivery services)

New York City Council · Sep 30, 2026 · starts 1:11:39 · 46 sec

Levine supports the intent of Intro 950 to expand licensing of delivery services, but recommends tailoring it to companies engaging independent contractors.

Sam Levine

Turning to Intro 250, this bill would require delivery services that facilitate or arrange for the delivery of goods in the city to obtain a business license from DCWP and would set forth conditions on such a license and enforcement options.

Sam Levine

DCWP supports the intent of this bill to expand the coverage of its third-party food delivery service license.

Sam Levine

However, we

Sam Levine

recommend that we tailor this bill to require licensure for companies that engage contracted delivery workers as independent contractors so that we focus on appropriate companies and not unintentionally burden small businesses.

Sam Levine

We have started off 2026 with aggressive enforcement against powerful corporations and we look forward to continue that are exploiting workers and we stand ready to continue that fight.
