Q&A

Council Member Hanks asks what the public can do to help enforcement

New York City Council · Sep 30, 2026 · starts 3:55:57 · 2 min 14 sec

Hanks asks what the public and council can do to help with enforcement, especially regarding ATVs, and NYPD says they do targeted enforcement and want to work with her office.

Kamillah Hanks

So one second.

Kamillah Hanks

So that would lead me to the follow-up is what do you need from the public?

Kamillah Hanks

What do you need from us to help?

Kamillah Hanks

Help us help you because

Kamillah Hanks

In Staten Island, we have those ATV four-wheelers that we now know that law enforcement will not give chase.

Kamillah Hanks

They will not try to accost any person riding these ATV four-wheelers.

Kamillah Hanks

But the public also doesn't really understand or know how to report these.

Kamillah Hanks

It's become a big trend where there'll be 20, 30 ATV or riders in a particular neighborhood will call NYPD.

Kamillah Hanks

NYPD will say, well, we can't give chase.

Kamillah Hanks

We have to kind of like figure out where they're going to park and then we can go after them after that.

So a few points.

Unidentified speaker

First, I just want to, I mean, with regard to the vehicle pursuit policy, it is true that we tightened that up substantially.

Unidentified speaker

There are, of course, times when we do give pursuit for felonies and certain types of misdemeanors.

Unidentified speaker

But you are right that to the extent we're not talking about that class of crimes, you know, otherwise we're not going to be engaged in what can be very dangerous vehicle pursuit.

Unidentified speaker

So in terms of ATV enforcement, this is something that's very important for the department.

Unidentified speaker

For any ATV, you can't ride on the streets of New York City, right?

Unidentified speaker

Period.

Unidentified speaker

And as we were saying earlier, often those operations, and we do do targeted enforcement on ATVs, and we'll send teams out.

Unidentified speaker

For example, if we know there are a number of ATVs that are parked somewhere, that's an opportunity.

Unidentified speaker

As long as we're going to try to engage with people when the ATV is stationary.

Unidentified speaker

So to the extent the concern you're expressing is that in your district, we're not being responsive in that regard.

Unidentified speaker

We want to be responsive.

Unidentified speaker

This is something that's actually very important.

Unidentified speaker

And we collectively are happy to work with you in your office and identifying these issues and working with the commands there to be responsive.
