New York City Council · Sep 30, 2026 · starts 6:40:06 · 2 min

Sarah O'Day describes being hit by a motorized bicycle, requiring a hip replacement, and calls for licensing, insurance, and a lower speed limit than 20 mph.

Member of the Public - Sarah O'Day

Good afternoon.

Member of the Public - Sarah O'Day

I'm Sarah O'Day.

Member of the Public - Sarah O'Day

Late April, I was crossing the street and hit sideways by a bicycle.

Member of the Public - Sarah O'Day

And it was a straight out accident.

Member of the Public - Sarah O'Day

It wasn't anyone's fault, I don't think.

Member of the Public - Sarah O'Day

Fortunately, I was in terrific shape.

Member of the Public - Sarah O'Day

But it did cause me to have a complete hip replacement.

Member of the Public - Sarah O'Day

The ball was knocked off the bone by the force of the hit.

Member of the Public - Sarah O'Day

And I tell you this really for three reasons.

Member of the Public - Sarah O'Day

One, I think motorized bicycles, it was motorized, and a very fat wheel.

Member of the Public - Sarah O'Day

Motorized bikes, I think, should be required to have a license and insurance.

Member of the Public - Sarah O'Day

And I also...

Member of the Public - Sarah O'Day

hear of this proposal to have a 20 mile an hour speed limit, which I think is ridiculous.

Member of the Public - Sarah O'Day

I don't think this bicycle was going eight miles an hour.

Member of the Public - Sarah O'Day

Now when it hit me, but the damage it did was enormous.

Member of the Public - Sarah O'Day

So would anybody like to be hit by 20 and see how they survive?

Member of the Public - Sarah O'Day

I just, I think 10 would be normal.

Member of the Public - Sarah O'Day

People walk at three miles an hour.

Member of the Public - Sarah O'Day

And a regular bicycle rider only pedals probably at five, maybe six, unless they're racing.

Member of the Public - Sarah O'Day

But if you're just bicycling in the street, you don't bicycle at 20 miles an hour.

Member of the Public - Sarah O'Day

You just don't.

Member of the Public - Sarah O'Day

And the other thing is, I think,

Member of the Public - Sarah O'Day

It's fine to have regulations, but if they're not enforced, what's the point?

Council Staff

Thank you so much for your testimony.

Member of the Public - Sarah O'Day

You're welcome.
