Menin probes OpenAI's review scope of Hugging Face incident

New York City Council · Oct 5, 2026 · starts 1:53:52 · 1 min 26 sec

Menin asks whether OpenAI selected its own third-party investigator for the Hugging Face incident and why the review was narrowed to a three-week window. Dwyer says they chose investigators for urgency but extended when asked.

Julie Menin

Since you mentioned hugging,

Julie Menin

Can you confirm, did the company select this third-party investigator?

Member of the Public - Morgan Dwyer

I believe that we selected multiple third-party investigators.

Julie Menin

And why did the company narrow the dates of review to a three-week window?

Julie Menin

And reviewers said that virtually all of the data they examined was actually from July 7th to the 13th.

Julie Menin

Were there any incidents that the company was aware of that were outside of that time frame?

Member of the Public - Morgan Dwyer

We limited the amount of time that the third party investigators had to conduct their review because we felt a sense of urgency.

Member of the Public - Morgan Dwyer

We believed it was important to get information to the public as soon as possible so that they could harden their own systems.

Member of the Public - Morgan Dwyer

That said, when those investigators asked for more time, we gave it to them.

Julie Menin

So are you committing then to allow outside investigators to examine additional dates outside of the time frame that the company selected?

Member of the Public - Morgan Dwyer

We continue to work with multiple third parties, and we have also endorsed multiple pieces of legislation that would require us to work with third parties, including third party audits of our safety frameworks.
