Lobel explains zoning context and surrounding districts for 108-05 68th Road

New York City Council · Oct 6, 2026 · starts 0:35:34 · 1 min 2 sec

Lobel reviews the existing R1-2A zoning, its history since 1961, surrounding R7-1, C4-5X, C4-4A, and R8X districts, and argues the site is contextual with larger nearby buildings.

The next slide is the zoning map, which tells some of the story in terms of the existing zoning.

You can see this is an R12A district, was so zoned in 2009 pursuant to the Cordmeyer Forest Hills rezoning.

Prior to that, it was an R12.

So this property has been zoned R12 or R12A since 1961.

And the community board recognized that and saw really that when you look at the area map here and the surrounding buildings, many of these buildings reflect larger floor areas than would be permitted in the R12A, which is one of the reasons I think they supported this.

Immediately to the west of the site, across 108th Street, is an R71 district.

Member of the Public - Richard Lobel

That's a pre-existing district, so you have larger buildings along 108th to that side.

But also on our side of the street, you've got existing grandfathered or non-complying buildings as well.

There's C45X and C44A zoning, allowing for R7A and R7X closer to Queens Boulevard, as well as an R8X rezoning within a block and a half of the property that was zoned in May 2025.
