New York City Council · Oct 7, 2026 · starts 2:12:37 · 1 min 4 sec

Gutiérrez asks Karen what an ideal relationship with the department would look like. Karen says leveraging community organizations' reach and trust to help with enrollment and information sharing.

Jennifer Gutiérrez

Thank you.

Jennifer Gutiérrez

And then, Karen, my last question is for you.

Jennifer Gutiérrez

You also always come and testify.

Jennifer Gutiérrez

And obviously, I'm a big fan.

Jennifer Gutiérrez

and of cities first readers, the speaker is, the council is, what is an ideal relationship for you

Jennifer Gutiérrez

representing Link, of course, but what is the ideal kind of relationship with the department as we continue to expand into 2K and then Universal?

Member of the Public - Karen Rogan

Like I mentioned in my testimony, our biggest power is in reach.

And because of the A-team partners, we reach these families and their trusted relationships.

So given the opportunity to possibly help with enrollment, to let them know, to provide information, I always say families just don't know what they don't know.

Member of the Public - Karen Rogan

And we do have a lot of immigrant families we support who are asking partners or asking us, what is 2K?

Member of the Public - Karen Rogan

What is it about?

Member of the Public - Karen Rogan

Do I really need to do it?

Member of the Public - Karen Rogan

So of us being able to provide this information in hospital settings, in libraries, in programs, we can support the system with their enrollment.

Jennifer Gutiérrez

Okay, excellent.

Jennifer Gutiérrez

Thank you.
