Phillips concludes with commitment to quality and partnerships
Phillips states that expanding from 2,000 to 12,000 seats requires matching quality, capacity, and infrastructure. She looks forward to working with providers, families, and the council.
The launch of 2K represents a significant expansion of early care and education in New York City, and it's an important step towards the city's broader vision for universal child care.
As we grow from 2,000 seats this year to 12,000 next fall, our responsibility is to ensure that expansion is matched by the quality, capacity, trusting relationships, and infrastructure needed to support it.
For families, that means access to high-quality, affordable care that they can count on.
For providers, it means stronger and more reliable systems that allow them to focus on serving children and families.
And for New York City public schools, it means continuing to strengthen how we support a large and diverse early childhood system while maintaining a clear focus on quality and children's needs.
As we continue this work, I am excited about what 2K can mean for New York City's children and families, and I am deeply committed to ensuring that we build the systems and partnerships needed to deliver on that promise.
I look forward to working with our providers, families, city partners, and the council as we prepare for the next phase of expansion.
Thank you for the opportunity to testify, and I look forward to answering your questions.
