Q&A

Epstein asks if pedicab problem is solved; Ortiz says no

New York City Council · Oct 7, 2026 · starts 0:22:25 · 45 sec

Epstein asks whether the situation is better than three years ago or solved. Ortiz says the issue is not solved and points to legislation on pricing clarity and continued enforcement coordination as partial solutions.

Harvey D. Epstein

Yeah, but what, I mean, I know you said you've kind of in the last three years moved forward in trying to improve the situation.

Harvey D. Epstein

Do you think today the situation is better than it was three years ago?

Harvey D. Epstein

Do you think this issue is solved?

Harvey D. Epstein

It seems like no one thinks we've at a place where we have appropriate solutions, especially on the ticketing and illegal pedicabs are out on the street.

Carlos Ortiz

I think the issue, I mean, I think we're all aware that the issue is not solved.

Carlos Ortiz

I think there are legislation on today's docket that we are supportive of that we want to make sure can be implemented, particularly around greater pricing clarity and disclosures to consumers.

Carlos Ortiz

And I think there are measures that we can continue taking with our sister agencies on the enforcement side to ensure that enforcement is equitable and focused on the bad actors of the industry.
