Goldapper opposes sharing taxi relief stands with pedicabs

New York City Council · Oct 7, 2026 · starts 0:15:37 · 1 min 34 sec

Goldapper says Intro 1026 would let pedicabs use existing taxi and FHV relief stands and require 15 new pedicab-only stands in Midtown. TLC does not support expanding existing stands because 180,000 TLC drivers already share 107 stands, though it agrees workers need rest space.

Ira Goldapper

I would like to briefly address two bills before the committee today.

Ira Goldapper

Intro 1026 would allow pedicabs to use existing taxi and for hire vehicle relief stands and require DOT to establish 15

Ira Goldapper

additional relief stands in Midtown Manhattan exclusively for pedicabs.

Ira Goldapper

Taxi and FHV relief stands provide drivers with free, legal parking so that they can use a

bathroom, eat a meal, and take a necessary break during their shifts.

Ira Goldapper

Approximately 180,000 TLC licensed drivers currently have access to 107 relief stands citywide.

Ira Goldapper

There is significant demand for curb space throughout the city, particularly in midtown Manhattan, where pedicab activity is concentrated, and space is especially limited.

Ira Goldapper

TLC believes it is important to consider the existing demand for taxi and FHV relief stands as the Council evaluates this proposal.

Ira Goldapper

TLC does not support expanding the use of existing taxi and FHB relief stands to pedicabs, but concurs with the underlying premise of the bill that workers should have more space to rest on our city streets.

Ira Goldapper

These spaces are limited and already in high demand.

Ira Goldapper

And adding additional users would further constrain access to needed rest space for taxi and FHV drivers.
