Ortiz notes NYPD concerns over enforcing electric pedal assist
Ortiz says Intro 1063 would allow pedicabs with electric motors under 750 watts and pedal assistance limited at 15 mph or a DOT-set speed. He says NYPD is concerned that pedal assist is difficult to enforce in the field, and the administration is ready to work with the Council.
Instruction 1063 would allow pedicabs to be equipped with an electric motor of less than 750 watts that limits pedaling assistance when the pedicab reaches a speed of 15 miles per hour or any other speed determined by the Department of Transportation by rule.
The New York City Police Department is concerned that allowing pedal assist will be problematic because it's very difficult for the officer to enforce this in the field.
Thank you for the opportunity to testify before your committee on today's legislation.
We look forward to hearing from all relevant stakeholders today.
And the administration stands ready to work with the council, stakeholders, and all our partners across city government to support a vibrant and robust pedicab industry that protects consumers, workers, and small businesses.
I'll turn it over to my colleague at TLC.
