Council Member Farias Introduces Intro 1106 on Domestic Violence Reporting

New York City Council · Oct 8, 2026 · starts 1:07:45 · 1 min 39 sec

Farias introduces Intro 1106, requiring the NYPD to expand annual domestic violence reporting with detailed breakdowns by demographics, geography, and language, while protecting survivor identities.

Amanda C. Farías

Thank you again.

Amanda C. Farías

Today I'm introducing Intro 1106 requiring the NYPD to expand its annual domestic violence reporting to include the total number of domestic violence arrests and a more detailed breakdown of domestic violence incidences.

Amanda C. Farías

This builds on my extensive work alongside coalition partners to strengthen survivor protections.

Amanda C. Farías

I especially want to thank and recognize VOA New York, whose expertise and guidance have helped me shape much of this legislation.

Amanda C. Farías

As chair of the Committee on Women and Gender Equity, I want this council to be able to follow what happens when a survivor reaches out for help.

Amanda C. Farías

A survivor may call 911, walk into a precinct, or encounter an officer responding to another incident.

Amanda C. Farías

They may need an interpreter.

Amanda C. Farías

They may be reporting abuse for the first time after years of threats.

Amanda C. Farías

Our oversight must account for those experiences.

Amanda C. Farías

My bill would require domestic incident report data broken down by age, gender, ethnicity, race, language spoken, and geography, including council district and precinct, as well as how the individual came into contact with the department.

Amanda C. Farías

It expressly requires the NYPD to protect the identities of people named in those reports.

Amanda C. Farías

With this information, we can better examine who our response is reaching, where language access and outreach need greater attention,

Amanda C. Farías

and how we direct resources to communities seeking help.

Amanda C. Farías

Survivors take an enormous risk when they report abuse, and this council has a responsibility to scrutinize the response they receive and press for improvements that make seeking help safer and more accessible.

Amanda C. Farías

I urge my colleagues to join me in supporting this legislation by signing on as a co-sponsor.

Amanda C. Farías

Thank you.
