Chaudhry Hassan Mahmood describes AI deployed inside city emergency dispatch
Department of Enterprise Technology employee Chaudhry Hassan Mahmood says AI tools are deployed by private contractors on FireCAD and EMSCAD emergency dispatch with PII and PHI, without AI governance policy, civil service review, or public disclosure, and asks for a public AI tool registry, FOIL-able records, controller audits, civil service sign-off, and whistleblower protections.
Chaudhry Hassan Mahmood, you may begin.
Thank you.
Good morning, Chair and member of the committee.
My name is Chaudhry Mahmood.
I am a permanent employee of the Department Bureau of Enterprise Technology at 12 weeks of service.
On October 8, the Council held a landmark hearing on AI risk.
I am here to tell you the risk that like inside the city agency right now, not in the theory, but not in the practice.
In FTNY BET, artificial intelligence tools are being deployed by the private contractors on emergency dispatch system call centers with PAI and PHI involved.
Both the candidate aided dispatch system, which is FireCAD, EMSCAD, with no AI governance policy, no civil servant review or public disclosure.
These are the systems that route fire engines, ambulances, they contain 911 call data, EMS patient medical records and fire marshal investigative information.
So I know there is because there is by the 5th of October, third party validation, workspace impact reporting, whistleblower protection, all of them apply directly to what's happening to the FDN right now.
I am asking the committee to require city agency to publish a public AI tool registry, FOIL, ABLE, and
controller audited mandated civil service sign-off before any AI tool being used with PII, PHI, or public safety data.
They extend the whistleblower protection, as Kim also said.
Explicitly AI governance disclosure.
So I
I have written full testimony, which I'm going to submit after this.
I am available to brief staff confidentially if it's required.
The risk is not coming for sure.
It is already inside the building.
Thank you.
