Maloney asks about open source risks and third-party license tracking
Maloney asks whether risks are higher for open source technology and how SpaceX tracks risks after licensing to third parties; Castillo-Madrid says SpaceX cannot predict every misuse, relies on reporting and law enforcement partnerships, and has no particular opinion on open source risks.
And then the second question here, if the chair is giving me time here, is if risks are higher for open source technology, and how do you track those risks after a license has been granted to a third party?
How are you able to see if they've stripped down the safeguards and built something harmful that violate your policies?
How do you track that?
Understood.
To address the questions, we cannot predict every way a bad actor will misuse a frontier model.
What we can do is treat reporting and partnership as elements of safety and further foreclose the opportunity to misuse.
And we believe better information to law enforcement lets investigators act.
And our goal is simple.
Like I said, we're all on the same side.
We want to make sure bad actors are not exploiting this technology.
And we're here to make sure that our safety standards are kept at every step of the way.
And do you think that those risks are
or higher for open source technology?
I don't have a particular opinion on that, but what I will say is that we make sure that our safety protocols are always in place when it comes to SpaceX SI.
So the cases of misuse are shared with law enforcement?
When appropriate, I believe they do.
Thank you, Chair.
