Q&A

Schulman asks whether DOHMH maintains a digital FPC database

New York City Council · Oct 19, 2026 · starts 0:38:13 · 1 min 23 sec

Schulman asks questions for Council Member Santoso's Intro 908, including whether a digital database of FPC holders exists. Schiff says DOHMH maintains a database but records are kept for only 10 years, so older certificates may be unavailable, and that record limitations and the volume of 35,000 annual trainees are challenges.

Lynn C. Schulman

What specific amendment...

Lynn C. Schulman

I'm going to ask some questions that Councilmember Santososo gave me for her introduction.

Lynn C. Schulman

Is a digital database of food protection certificate holders currently maintained?

Corinne Schiff

So we do have a database.

Corinne Schiff

Records are maintained for 10 years.

Corinne Schiff

So this is one of the challenges that we would like to discuss with council about the bill, maybe even your chief of staff, depending on how long ago that person got their food protection certificate.

Corinne Schiff

And we have been doing this for a very long time.

Corinne Schiff

We may not have that in the database.

Corinne Schiff

So certainly looking back would be a challenge.

Corinne Schiff

And even just maintaining, as I said, we trained about 35,000 people.

Corinne Schiff

So those are the kinds of things we'd like to talk with you about.

Lynn C. Schulman

Sure.

Lynn C. Schulman

What operational changes, and again, this is her legislation, but yes, they're similar.

Lynn C. Schulman

What operational changes would need to be made in order to create such a database or make it accessible to inspectors?

Corinne Schiff

So we're continuing to think about that, but as I noted, one issue is we can't look back.

Corinne Schiff

Before 10 years ago.

Corinne Schiff

And then going forward, it would be quite an enormous database as we train 35,000 here.
