Schulman opens public testimony and sets two-minute rule
Schulman opens public testimony, reminds attendees that decorum must be observed, and explains rules for witness testimony, written submissions, and no video or audio recordings at the witness table. She says each speaker has two minutes and calls the first panel of Charlton Smith and Carmen DeLeon, while acknowledging Pace University students in the room.
Oh, it's...
Okay, everyone, we will now open the hearing for public testimony.
I want to remind members of the public that this is a government proceeding.
Decorum shall be observed at all times.
As such, members of the public shall remain silent at all times.
The witness table is reserved for people who wish to testify.
No video recording or photography is allowed from the witness table.
Further, members of the public may not present video or audio recordings as testimony, but may submit transcripts of such recording to the Sergeant at Arms for inclusion in the hearing record.
If you wish to speak at today's hearing, please fill out an appearance card with the sergeant at arms and wait to be recognized.
When recognized, you will have two minutes to speak on today's oversight topic and the attached legislation.
If you have testimony that is longer than two minutes, please, you can submit it to...
You can submit it online and just do a summary of what you're talking about.
If you have a written statement or additional written testimony you wish to submit for the record, please provide a copy of that testimony to the Sergeant at Arms.
You may also email written testimony to testimony at council.nyc.gov.
Within 72 hours of the adjournment of this hearing, audio and video recordings will not be accepted.
And now I'll call up the first panel, Charlton Smith and Carmen DeLeon.
And I also, before we start, I want to acknowledge that we have students here from Pace University who've come here to see how government works, so thank you for coming today.
You came to a good hearing, actually, to do that.
Okay, I can already tell you this is going to be longer than two minutes, so summarize what you're going to say.
