Council staff opens Zoning Subcommittee meeting and sets decorum rules

Council staff calls the Zoning and Franchises subcommittee meeting to order, asks attendees to silence electronic devices, and states that no one may approach the dais. Staff then tells the chair the meeting is ready to begin.
