Gennaro opens public comment and reads hearing rules

New York City Council · Oct 20, 2026 · starts 0:25:01 · 2 min 1 sec

Gennaro says the committee will now hear from public witnesses and reads the formal rules on decorum, witness tables, recording, and written testimony. He says speakers will generally have two minutes and can submit written testimony within 72 hours.

James F. Gennaro

Okay, we got that out of the way.

James F. Gennaro

And now we're going to start hearing from real people.

James F. Gennaro

I think it's, what am I doing here?

James F. Gennaro

Oh, I got to do the thing, right?

James F. Gennaro

Yeah.

Harvey D. Epstein

Chair, can we get copies of their testimony?

James F. Gennaro

Oh, sure.

James F. Gennaro

Yeah.

James F. Gennaro

I'm going to, yeah, so the council of the committee will email it to all members.

James F. Gennaro

Yeah, sure.

James F. Gennaro

Thank you, Harvey.

James F. Gennaro

Public comment period.

James F. Gennaro

At the beginning of the public comment period, oh, I'm sorry.

James F. Gennaro

It's just a note saying that I have to read this.

James F. Gennaro

Okay, let me just go with what I have to read.

James F. Gennaro

I remind members of the public that this is a formal government proceeding, sort of, and that decorum shall be observed at all times.

James F. Gennaro

As such, members of the public shall remain silent at all times.

James F. Gennaro

Well, I guess, except when they're testifying.

James F. Gennaro

The witness table is reserved for people who wish to testify.

James F. Gennaro

No video recording or photography is allowed from the witness table.

James F. Gennaro

Further, members of the public may not present audio or video recordings as testimony, but may submit transcripts of such recordings to the Sergeant-at-Arms for inclusion in the hearing record.

James F. Gennaro

If you wish to speak at today's hearing, please fill out an appearance card with the Sergeant-at-Arms and wait to be recognized.

James F. Gennaro

When recognized, you will have two minutes to speak on today's hearing topic, DEP citizen enforcement programs and accompanying legislation to be heard today.

James F. Gennaro

Yeah, because this is also an oversight hearing as well as a legislative hearing.

James F. Gennaro

If you have a written statement or additional testimony you wish to submit for the record, please submit a copy of that testimony to the Sergeant at Arms.

James F. Gennaro

You may also email.

James F. Gennaro

email written testimony to testimony at council, C-O-U-N-C-I-L, .nyc.gov within 72 hours of this hearing.

James F. Gennaro

Audio and video recordings will not be accepted.
