Gennaro questions industry panel on diesel particulate filters and regeneration
Gennaro asks when vehicles are required to have diesel particulate filters and how an observer can tell whether regeneration is occurring. Atkin, Farber, and Ferrara describe clean-idle requirements, dashboard lights, and regeneration cycles.
Thank you very much.
I want to make sure that I have your...
Written to this is you this this oh yeah this is you okay um okay thank you thank you and then i have some council is prompting me to ask
questions what's well the whole panel
Okay, this is to tout le monde, everybody.
Okay, question one.
Under what circumstances are your vehicles required by law to be equipped with a diesel particulate filter?
I mean, you know, like you don't have to.
I mean, not everyone has to answer every question.
Could you put on the thing?
I'm not hearing you.
My apologies.
Our entire fleet is required to have it because of the fact that we are regulated by BIC, and they require us to be certified clean aisle.
So when we regenerate, what happens is a light comes on on the truck.
The driver stops where he can and it's going to be regeneration.
Okay, for those who are not sort of facile with regeneration, that includes people who are watching online or whatever, people sit up, watch council hearings.
I don't know, but they do.
If you could go through that technology a little bit.
Generations to eliminate the buildup within the system, which requires it to be burned off.
So that is required by the...
Apparatus that's on the truck, which is...
Is that like a trap oxidizer or something?
Is it a similar technology?
I'm not sure of that.
Okay.
But the reality is that we, at times, do get tickets for regeneration.
So there was an oath decision in which the Salvation Army...
Had a truck that was regenerating and it got a ticket.
Regeneration is required to be undergone.
If it's not, the truck itself could be destroyed.
And it's as simple as that.
We want them to stop, not immediately, but as soon as they can, in a reasonable place so that they undergo regeneration.
And that is helpful for both the environment, ultimately, as well as for everything with regard to this.
And that's very important.
Okay, let's come back to the original question.
Thank you for that explanation.
Same question.
Under what circumstances are your vehicles required by law to be equipped with a diesel particulate filter, which is a little different technology than what you just were talking about, right?
Okay, well, then help me out.
Help me out.
Help me out.
This was a mandate by the New York City Business Integrity Commission, and I believe it was part of a city council law as well that required
all these vehicles to be upgraded with their newest engines, I think they were Tier 4 engines, and to have certified clean idle vehicles as the version of that.
Okay.
All right.
Mr.
Farrar, do you have anything to add to that?
Of course.
Well, in the concrete industry, DEP came out with the regulations or specs in their contracts.
So most public agencies have that to deliver materials to a job site.
You have to have.
Right.
And basically, if it's a city contract, if it's a city contract, city, state, most most contracts have those provisions and a region.
Basically, it superheats the exhaust to burn the soot.
So the soot doesn't actually get in the atmosphere.
So it's like thermally destroyed.
When the truck is running, going back and forth, it's no problem.
But when it's idle and it's making delivery to a job site, that's when it generates the need to regenerate.
So that you're not generating diesel particulate filters.
Right.
Okay.
Second question.
All right, okay.
Second question.
How could an observer determine whether a vehicle is engaging in a regeneration clean cycle for a diesel particulate filter?
Are there visual signs, smells, et cetera?
And is there any kind of like signage on the truck that indicates anything?
But that's just my addition to that.
But the question is, how can an observer determine whether a vehicle is engaging in a regeneration clean cycle for a diesel particulate filter?
Are there visual signs, smells, et cetera?
How do you tell?
That's where if the conversation was held between the driver and the citizen, there's a monitor inside the cab of the truck that shows the regeneration process is in effect.
So you could see, but it's inside the cab.
Yeah, but the advocates who are participating in this program don't think the regeneration thing should even exist, so they're not going to ask you about it.
And so.
I'm just trying to be real here.
In addition, if you had timely notice of the violation so that you could look it up, you could provide evidence showing, you know, documentation showing that the vehicle was going through that regeneration cycle.
Right.
But if you get the thing 18 months later, you know, yeah, it's gone.
And at Oath, they disregard any information like that.
At oath, they disregard what?
Evidence that you were not idling or in a legitimate operation.
So we have one example where one of our members, and this is not a diesel clean idle vehicle, but they have evidence that the vehicle was in fact not running.
And they could tell by how the...
The video and that was not relevant because you had to bring the manual for the vehicle operation with you to show that if there were no rear lights on that the vehicle wasn't idling.
But the challenge is really the timeliness of getting the information so that you can mount a defense and take corrective action because if someone is
parked on Queens Boulevard, you know, scrolling through their phone, they shouldn't be idling and you should be in a position to take corrective action to notify your driver that that's not a permissible activity.
Okay.
Mr.
Farrar, it looks like you're about to...
No, okay.
