Max Resnick supports Intro 48 and calls 561-A unsalvageable
Resnick says he is a Brooklyn resident and regular participant in the Citizen Air Complaint Program. He says filming idling trucks causes them to shut off, calls Intro 48 a no-brainer, and urges the Council to withdraw 561-A.
Hello, my name is Max Resnick.
Are we good on time?
Cool.
I am...
Brooklyn resident and a participant in the citizen complaint program.
I am testifying asking that the council withdraw 561A and support Intro 48.
I don't think that Intro 561A is resurrectable.
There are too many loopholes and exceptions, and it does not support the air and environment here in New York City.
I'm also a city park steward.
I take care of street trees, and I recently finished my street tree pruning class as well.
I love having extra tools in my toolkit to help New York City's environment.
I started participating in this program in 2024, and I submit complaints on an average of 10 to 15 a month.
Not super regularly, but it's not difficult.
When I'm walking from my home to and from the subway, when I'm visiting friends, eating out, I'm able to see cars, trucks, and buses idling pretty regularly.
And I live near Coney Island Avenue, a major hub of upcoming development.
This summer, for example, lines of dump trucks and construction vehicles would line up a block away from an elementary school playground and idle for hours.
When I started filming them, those trucks stopped.
That's why this program works.
When they would see me walking around, these trucks would turn off almost immediately.
We know that this program as it is, is effective at reducing idling, reducing particulate matter, and we want more New Yorkers to be equipped with those skills to be able to contribute to that program.
Intro 48 is a no-brainer.
It expands language access and hopefully empowers more New Yorkers to be able to participate.
I look forward to it.
a future with cleaner air and feel proud to contribute to that work through this program.
Thanks.
Thank you, Max.
I appreciate you being here and being a participant in the program.
Expanding your reach of service to pruning trees.
We do appreciate that.
I have some questions, but I know that my colleague, Harvey Epstein, has questions for this panel.
