Q&A

Council Member Encarnación asks about NYCHA land value and revenue

New York City Council · Oct 21, 2026 · starts 1:15:17 · 1 min 44 sec

She asks how the value of NYCHA land is determined, who determines it, and whether the city plays a role; Garodnick says DCP does not have a direct role, and NYCHA negotiates deals.

Kevin C. Riley

Thank you.

Kevin C. Riley

Councilwoman Claude Narcion.

Elsie Encarnación

Thank you.

Elsie Encarnación

And thank you for working on my last name, Chair.

Kevin C. Riley

I'm getting good.

Kevin C. Riley

I'm getting good.

Elsie Encarnación

And I'm going to apologize in advance.

Elsie Encarnación

You have two public housing people back to back.

Elsie Encarnación

So I know that most of those questions I will ask in the public housing committee.

Elsie Encarnación

But I did want to know when a development.

Elsie Encarnación

Is identified for infill or any kind of revenue that comes from selling of that development land or air or I don't know what is being sold.

Elsie Encarnación

How and who determines the value of that?

Elsie Encarnación

Is that NITRA determining the value of that?

Elsie Encarnación

Does anyone in the city play a role in the value of that land and what revenue we get from that?

Dan Garodnick

Sure, I can speak to this at a high level.

Dan Garodnick

DCP does not have a direct role in that.

Dan Garodnick

Obviously, NYCHA's core to providing affordable housing in our city.

Dan Garodnick

And I spent over a decade of my career at NYCHA, very, very close to my heart, and the work that we do.

Dan Garodnick

I understand that when NYCHA pursues those projects, they work to negotiate the best deal possible to ensure that residents have permanent affordability and that their buildings are brought to a state of good repair.

Dan Garodnick

We're certainly happy to bring responses back to you.

Elsie Encarnación

Yeah, but you think it mostly is with NYCHA, meaning that you guys don't have, I just want to make sure that I ask the question.

Dan Garodnick

We will make sure that we can get a response to you.

Elsie Encarnación

And then, so are you, when you talk about this partnership, are you in partnership with how and when that revenue will be spent or where it will be spent or is that also solely with them?

Dan Garodnick

So there's not a role for DCP in that process.

Dan Garodnick

And I think, you know, to the extent that they're a mixed-use project, sometimes there's HPD partnership.

Dan Garodnick

But we can certainly coordinate with our colleagues at NYCHA and make sure to get a response.
