Council Member Zhuang asks about density and Bronx fast-track districts
She asks why ELERP doesn't account for population density, and why no Bronx districts were selected for fast track despite having more housing units than her district.
Why doesn't Euler's action process take into account population density?
Higher density district has less open space available to use, so the burden on them is higher.
So the Euler process does take into account existing context, land use rationale, as well as to the extent that a project is subject to environmental review, it does certainly take into account open space.
And typically in our high-density districts, we would see that because people are building much bigger projects.
And so all of that is certainly factored into how we would make planning and land use decisions.
And the zero district in Bronx, sorry, was selected for Euler.
Are we...
Are we to believe there's no district in entire borough needs more affordable housing?
No, actually no one of the districts in the Bronx has more housing units than our Brooklyn CB11.
