Sanchez asks about Pfizer enforcement sweep results
Sanchez asks about DOB's enforcement sweep after the former Pfizer headquarters partial collapse; Tigani says DOB inspected 180 construction sites associated with the work, issuing 71 ECB and OAT violations and 19 stop work orders, none reflecting imminent structural danger but prompting safer practices.
Okay, so I'm going to start with a question, and then I'm going to turn to my colleagues.
I'd like to acknowledge we've also been joined by Councilmember Joseph.
Thank you for being here.
So moving to my question number one, that was question number zero.
This is question number one.
In July 2026, an office-to-residential conversion project at the former Pfizer headquarters in Midtown partially collapsed.
In response, DOB conducted an enforcement sweep inspecting over 180 construction projects.
What were the results of DOB's enforcement sweeps?
Were these inspections conducted at construction sites throughout the city or targeted at specific areas?
How did DOB...
We identify sites, how many violations were issued, did DOB identify construction sites with similar issues at the location of the collapse, and how many office to residential conversions are under construction today.
We'll go from there.
So the particular incident at the Pfizer location in Midtown,
There were a number of different enforcement actions that were taken the day of and the days that followed.
But in particular, we did deploy an enforcement sweep as related to this.
This is actually a tool that we have used and we continue to use as a complement to our investigation of a range of different issues.
In this situation, we looked at entities that were associated with the work being done at this construction site.
We did an inspection, as you said, of 180 construction sites.
We issued, as a result of those inspections, 71 ECB and OAT violations, and we issued 19 stop work orders in total.
The violations...
Thankfully, we're not representative of structural concerns that pose imminent danger to the public, but nonetheless, we were able to make sure we communicated
to those sites that we needed safer action taken, and we continue to follow up on what transpired through that sweep.
Great.
Thank you, Commissioner.
