Q&A

Sanchez asks how often DOB finds unlicensed work

New York City Council · Oct 21, 2026 · starts 2:08:40 · 2 min 22 sec

Sanchez asks how much work is done by unlicensed contractors, electricians, and plumbers and how often DOB finds such sites; Tigani notes DOB licenses about 28,000 licensees across roughly 31 license types, publishes special inspection investigation data online, and describes three registration buckets, with Shamash promising specific numbers later.

Pierina Ana Sanchez

That was actually my next question is how many...

Pierina Ana Sanchez

Whatever figure you might have that can shed light on this, but how much work is happening by just straight up unlicensed folks?

Pierina Ana Sanchez

They don't have a general contractor's license.

Pierina Ana Sanchez

They don't have, they're not electricians, they're not plumbers.

Pierina Ana Sanchez

How often is DOB finding that kind of work site?

Ahmed Tigani

We do report, so there are different divisions that handle different parts of it.

Ahmed Tigani

So we license over 2,000 trades, I think about 31 different licensees, over 28,000 licensees.

Ahmed Tigani

This is done in addition to the work that the state, the Department of Education at the state level has in...

Ahmed Tigani

On this oversight.

Ahmed Tigani

We do publish our data on investigations that the Office of Special Inspections does for unlicensed plumbers or unlicensed electricians.

Ahmed Tigani

That's on our website.

Ahmed Tigani

And then for

Ahmed Tigani

There is in the general contractor license, there's a safety registration that must be obtained through the department.

Ahmed Tigani

And I don't know if we have all those numbers, but I think you guys will share what we have.

Yegal Shamash

I can get you the specific numbers.

Yegal Shamash

Later, but we have three basically registrations, one for GC 123s.

Yegal Shamash

So those are general contractors that work on 123 family homes.

Yegal Shamash

And then as the commissioner mentioned, we have what's known as a GC safety registration.

Yegal Shamash

And then we have a general contractor insurance tracking number that we use to track other folks.

Yegal Shamash

So we have three different buckets of where folks can...

Yegal Shamash

Fall into.

Yegal Shamash

The safety registration bucket is typically the folks that are doing the larger buildings, new buildings, alterations,

Yegal Shamash

major alterations, again 50% of the existing floor area, generally fall into that safety registration bucket.

Yegal Shamash

I'll get you the individual numbers in each one of those buckets.

Pierina Ana Sanchez

All right.
