Tigani reports Local Law 79 proactive inspection growth
Tigani says Local Law 79 of 2024 shifted DOB to more proactive enforcement using predictive analytics, with proactive inspections rising from 28% in 2024 to 31% in 2025 and 33% in 2026, run by a 59-person team whose work increases downstream workload for attorneys and clerical staff.
Since the City Council passed Local Law 79 of 2024, requiring DOB to create a proactive inspection program, the department has shifted from a primarily complaint-based approach to a more proactive one.
which strengthens the public safety as it enables us to intervene before major issues arise.
Through the program, DOB uses predictive analytics to focus its resources on the city's most at-risk buildings and on bad actors.
In calendar year 2024, the department conducted 127,535
reactive inspections and 49,431 proactive inspections, with proactive inspections accounting for 28% of the total.
In calendar year 2025,
I meant to say calendar year 2024 before.
In calendar year 2025, DOB conducted 129,058 reactive inspections and 57,673 proactive inspections,
increasing the proactive enforcement share to 31%.
For calendar year 2026, as of September, the department has conducted 109,793 reactive inspections and 54,226 proactive inspections,
further increasing the proactive share to 33%.
The proactive inspections program is comprised of a team of 59 DOB personnel, which includes inspectorial and administrative staff.
However, the work of the proactive inspections team and our inspectorial staff in general has a downstream impact on the other areas of the agency when violations are issued.
That results in an increased workload for other units, such as attorneys who represent the Department of Oaths and the administrative and clerical staff who review and process certificates of correction.
