Council staff opens the meeting, asks attendees to put devices on silent and not approach the desk, and tells Chair Farías she may begin.
Chair Amanda C. Farías welcomes everyone to the vote, identifies herself as chair of the Committee on Women and Gender Equity, and acknowledges present Council members including Felder, Aldebol, Santosuosso, and Gutierrez.
Chair Farías announces that the committee is considering proposed Introduction 296-A, sponsored by Councilmember Farrah Lewis, relating to increasing access to data regarding gender-based violence.
Chair Farías recognizes October as Domestic Violence Awareness Month, says the city must acknowledge survivors, and argues that underreporting of domestic and gender-based violence to police hides the true scope and trends of the problem. She notes that relying only on public NYPD data hinders prevention programs and resource allocation.
Chair Farías explains that Int 296-A would require the Mayor's Office to End Gender-Based Violence, or NGBV, to compile and review existing gender-based violence data, develop recommendations for agencies, and create a data dashboard sharing information from city and state agencies.
Chair Farías says Int 296-A would require reporting from the Administration for Children's Services and the Housing Authority about screenings for gender-based violence and referrals for gender-based violence services.
Chair Farías states that gender-based violence continues to plague the city and calls for a better, deeper understanding of who is affected so the city can prevent violence and meet victims' needs.
Chair Farías notes that the bill sponsor is not present for remarks but thanks her for moving the bill forward.
Chair Farías thanks her own staff, Dan Curtin and Josephine Karras, and committee staff including Senior Committee Counsel Julia Goldsmith-Pinkham, Legislative Policy Analyst Katie Salina, and Financial Analyst Ali Soffer for preparing the meeting.
Chair Farías calls on the clerk and says the committee is ready to begin the vote. The clerk acknowledges and says good afternoon.
Committee Clerk William Martin conducts roll call for proposed Introduction 296-A. Chair Farías votes aye, followed by ayes from Gutierrez, Aldebol, and Santosuosso; no negative votes are recorded during the call.
The clerk reports four votes in the affirmative, zero in the negative, and no abstentions. The item has been approved by the committee.
Chair Farías thanks the clerk and declares the vote adjourned.
