Council Member Farías abstains on horse carriage bill, supports COPA
Council Member Amanda Farías explains she cannot support Intro 943 because the transition plan lacks concrete commitments for workers. She votes aye on all other items, abstaining on Intro 943.
Farias.
Permission to explain my vote?
Permission granted.
Over the years, I've spoken with both animal welfare advocates and members of the horse carriage industry and workers union in hopes of finding a solution that addresses the concerns of all parties.
I believe we have a responsibility to both protect animal welfare while also ensuring that workers and their families are not left behind.
Unfortunately, I do not believe this bill in its current form strikes that balance.
The proposed transition does not provide the concrete commitments to economic support, workforce retraining, and pathways to stable employment that the workers deserve.
And for me, 18 months is not a realistic time frame for any person or industry to transition into a new industry.
I cannot support a transition that leaves these questions and concerns unresolved, and I remain committed to working towards a solution that is fair, responsible, and considers everyone impacted.
Separately, and equally as important, congratulations to my colleague, Councilmember Nurse, for passing COPA.
A long fight, and I'm really proud to see this pass today.
This is the bill we need.
We knew that last session, and we know it now, so proud to be a sponsor and support of that.
And with that, I vote aye on all with the exception of introduction 943, in which I abstain.
Thank you.
Felder.
