Chair Schulman outlines transition plan timeline and stakeholder input
Schulman says the bill requires the mayor to publish and implement a horse-drawn cab industry transition plan by April 1, 2027. She notes the Council will work with the administration and stakeholders, and cites months of input and a nine-hour July hearing.
This plan is to be published and implemented by April 1, 2027, and as Speaker Julie Menon announced last week, the
Council will work with the administration and other stakeholders to ensure this transition plan meets the needs of those impacted.
Over the past months, people and organizations on all sides of this debate have weighed in on the legislation before us today and have shared their visions for the future of this industry.
I want to thank everyone that participated in this robust and necessary process.
We have listened carefully to every stakeholder, drivers and owners, advocates, residents, and businesses, and we have strived to understand every perspective.
This past July, this committee held a nine-hour hearing on this legislation, giving everyone who wanted to be heard the opportunity to testify.
The bill before us today thoughtfully reflects that input.
