Q&A

Powell, Peoples, and Lee respond on program capacity and funding cuts

New York City Council · Oct 26, 2026 · starts 1:50:36 · 1 min 53 sec

Powell says there was significant programming before the previous administration and DOP is now rebuilding. Peoples says good programs fill up and have waiting lists, and Lee says funding cuts eliminated vital programs and more ATD and ATI programs are needed to reduce juvenile detention.

Dalvney Powell

This was inherited.

Dalvney Powell

So, you know, when I became the president, I did an analysis of our salaries.

Dalvney Powell

And I realized we was never going to meet, get to where we need to be to be in comparison to our competition, so to speak.

Dalvney Powell

And we had to practically, this last contract, revamp, give up two days of vacation in order to try to get the 11 years and get the starting salary to where we are now.

Dalvney Powell

So this is historical, but I think it's time to fix it.

Dalvney Powell

Because we can do better services for your clients and other clients in the community at large.

Dalvney Powell

And everybody wins.

Dalvney Powell

So in all due respect, it's great that we're having this oversight hearing for probation.

Dalvney Powell

And I don't know how much input the department and I would love to be a part of that conversation with you.

Dalvney Powell

But I think we should also, this is just a suggestion, all due respect, have OLR, have OMB, have those oversight agencies at the table and DCAS.

Dalvney Powell

What's the issue?

Selvena N. Brooks-Powers

Thank you for that.

Selvena N. Brooks-Powers

And there's more to come.

Selvena N. Brooks-Powers

But thank you.

Selvena N. Brooks-Powers

Councilmember Brewer.

Gale A. Brewer

Thank you for all that you're doing.

Gale A. Brewer

I guess my question is similar.

Gale A. Brewer

Do you have in your work see that there are enough alternatives for young people or anybody actually for the programs that they need?

Gale A. Brewer

Because it's always been my experience that there aren't enough and the commissioner kind of hinted that she's reassessing.

Gale A. Brewer

All of you.

Gale A. Brewer

Yeah, whatever.

Gale A. Brewer

Yeah.

Gale A. Brewer

Go ahead.

Gale A. Brewer

What's the question?

Gale A. Brewer

The question is, are there enough programs outside of probation that have the needs met, that meet the needs of the people you're serving?

Gale A. Brewer

Sort of alternatives or programs that they need that are obvious for their...

Gale A. Brewer

To be successful?

Dalvney Powell

There was a point prior to the administration, there was a significant amount of programming.

Dalvney Powell

And now with this commissioner, as she has spoken to you before, they're rebuilding and restoring.
