Good afternoon.

Good afternoon, Chair Stevens and members of the committee.

Darcel D. Clark

Thank you so much for giving me this opportunity to speak with you today to testify on secure detention conditions and youth incarceration policies in New York City.

Darcel D. Clark

The Bronx is home to about 20% of New York City residents younger than 18 years old, yet it accounts for a disproportionate share of youth gun violence.

Darcel D. Clark

About a third of youth gun arrests and youth shooting victims and nearly half of youth shooting defendants are in the Bronx.

These figures underscore the urgency of our responsibility to protect young people, support victims, and keep our communities safe.
