Williams criticizes inadequate education and reentry services
Williams criticizes inadequate education for youth in secure detention. He says many arrive behind grade level or have disabilities, and many Passage Academy students do not receive required special education plans within 30 days.
New York City has long failed to provide an adequate education to youth in secure detention.
This population is more likely to arrive behind their grade level and are disproportionately likely to have a learning or emotional disability.
I would say New York City has failed to provide children even outside of these detention facilities adequate education, but that's for a different hearing.
Many of the students enrolled in Passage Academy, which provides education to students in ACS custody, do not receive the special education plan to which they are entitled within 30 days of enrollment.
It is no surprise then that those released from detention have difficulty reconnecting with or engaging education.
There is a clear need for more transitional services for those exiting detention to help youth and their families ensure that these students re-enroll.
And attend school.
