Chair asks about PLA referral process
Won asks how OCH checks whether contractors on project labor agreements follow the agreement's referral process, not just the 30% hiring goal. Harry says OCH monitors progress through certified payroll reports and works with building trades.
On construction contracts covered by a project labor agreement, how does OCH check whether contractors follow the agreement's referral process, not just whether they reach the 30% hiring goal?
So for any contract subject to goals, we and the contracting agencies, we're monitoring the progress towards the goals.
And so for PLAs specifically, our city PLAs right now have a goal of 30% directly in those PLAs, the way the state legislation is written.
It requires us to follow what that goal is in the PLA.
And so we will monitor.
The progress towards the goals like any construction project.
That's through collecting digital certified payroll reports and the data that is on those certified payroll reports to track towards the goal.
We have a really strong partner with the building trades and they're committed to doing community hiring.
We're excited that it's embedded directly into our PLAs.
