Q&A

Abreu asks whether all hit-and-runs should go to CIS

New York City Council · Oct 27, 2026 · starts 1:01:50 · 32 sec

Abreu asks whether all hit-and-run collisions should be diverted to CIS. Flynn says CIS investigations are resource-intensive and limited, so CIS focuses on fatalities and most serious injuries; other cases go to detective squads and are thoroughly investigated.

Shaun Abreu

Would diverting hit-and-run collisions to the CIS help the NYPD close more cases?

Mike Flynn

So when the CIS gets a case, because of the intensive investigative resources that are put into that case, those rates are going to be higher.

Mike Flynn

We, again, live in a world of not infinite resources.

Mike Flynn

There are limits on everything that we can do.

Mike Flynn

And so we identify those cases that are highest priority for us, those fatalities, those most serious injuries, and those are the ones that the CIS is taking on.
