Abreu notes the Mayor's Management Report lists a summons metric with a desired upward direction, contradicting Flynn's statement that tickets are not the goal. Rivera says the MMR may calculate the metric differently.

I appreciate that progress, but I have to get back to your point from earlier where you said higher summonses are not a goal.

Then why is it in the mayor's management report it does list Summons metric with desired direction of being up?

I think that's calculated differently from the way we do it.
