Council Member Santosuosso presents Stop Super Speeders Act
Council Member Santos-Suoso presents Intro 1153, the Stop Super Speeders Act, which would require chronic speeders with 16 or more school-zone speed camera violations in 12 months to install speed-limiting devices in vehicles registered to them. She says thousands qualify and the bill targets the worst offenders.
Thank you, Mr.
Majority Leader.
Today we will hear my bill, Intro 1153, otherwise known as the Stop Super Speeders Act, which would require that drivers who are chronic speeders install a speed-limiting device in any vehicle that is registered to them.
This legislation aims to crack down on our absolute worst offenders.
It would target drivers who incur speeding tickets in speed in school zones, 16 or more of those violations in the span of 12 months.
And it's tempting to think that there aren't enough drivers that would actually, in fact, qualify for that speed limiting device.
But it turns out that there are thousands of them and they are the worst danger to us on the streets.
And it is time for us to limit their ability to navigate their own vehicles, which they have proven they are unable.
to do safely.
I come to this bill as a pedestrian, as a cyclist, and as a driver, and I understand that this is not aiming at the drivers who have one or two speeding tickets, but are absolute worst offenders.
And I am so grateful that we have been able to get a swift hearing, and that's with the support of Chair Abreu and so many of the advocates that have pushed this forward.
So I look forward to hearing from DOT on the implementation of this bill, what kind of challenges it proposes, what you need in order to implement it.
As you all know, this was started on the state level through State Senator Gennardis and Assemblymember Emily Gallagher and many others.
And we look forward to sort of finishing the job here on the city level.
And we want to see it as swift of passage as possible.
So I look forward to hearing how we can make that happen by partnering with this administration.
And I want to thank you for your efforts in focusing on this critical issue.
Finally, thanks to the advocates.
Thanks to the drafters who have turned this around quite quickly.
And thank you again to the chair for hearing this bill.
Of course.
Thank you, Councilmember.
