Banks asks how many PAC lease agreements are in effect

New York City Council · Oct 27, 2026 · starts 2:19:42 · 41 sec

Banks notes NYCHA has said PAC partners and OAC providers sign lease agreements assigning repair responsibilities. He asks how many are in effect. Trimble says only a handful are in place; it is not required but encouraged. NYCHA shared a template with NYC Aging.

Chris Banks

In the past, NITRA has stated that PAC partners and OAC providers sign lease agreements that assign repair responsibilities.

Chris Banks

How many of these lease agreements are in effect?

Eva Trimble

So we do encourage the providers and the PAC partners to work together to finalize a lease agreement.

Eva Trimble

There's only a handful in place right now.

Eva Trimble

It's not a requirement that the provider sign the agreement, but we think it's good business practice and we encourage it.

Eva Trimble

We've shared a template that we've worked on with NYC Aging as well.

Eva Trimble

So there's a template, okay.

Eva Trimble

So that we think it's an important tool, but it's not required, but we do have a handful already.
