Banks asks what happens to council capital funds if a development converts to RAD/PACT
Banks asks what happens to capital funds allocated by the council for an OAC site if the development later transitions to RAD/PACT. Trimble says it is case-by-case and eligibility varies. Fradkin says if work has begun, it continues; if not begun, NYCHA works with the funder to determine whether funding continues or is repurposed.
And then what about when it comes to when a conversion is done,
what happens to capital funds allocated to the NITRA development that were approved by the council for an OAC site if that development then later transitions to RADPAC?
What happens to those funds?
So similar to what we said before on a case-by-case basis, each PAC site is different, and eligibility for capital improvements varies.
between the sites.
So it needs to be determined on a case-by-case basis.
We will take a look at what was allocated, what the need is, and we will work together to try to ensure that those funds can go to the site, but we can't guarantee it.
But is there, I mean, obviously there's been converting developments.
There should be a track record or at least something that exists already.
To show how you've dealt with those situations where there has been monies allocated.
I just want to make sure that these centers are not losing funding when a conversion does take place.
Yeah, I mean, it does depend on, it is done on a case-by-case basis.
So if there is already a renovation that is where funding has been allocated and the work has begun at the older adult center, then that work would continue and would be coordinated with the renovation work happening as part of the PAC conversion.
If the funding was allocated but the project has not yet begun, then on a case-by-case basis, we'd work with
the city council member or whoever the funder was for that work to determine whether that funding should continue to be allocated for
that center as part of the conversion or whether it should be repurposed for another project in our Section 9 portfolio.
