Chair Hudson asks about formal planning with Mach J and data on Rikers exits

New York City Council · Oct 28, 2026 · starts 2:11:28 · 2 min 17 sec

Hudson asks about formal planning with Mach J and data on exits to shelter. Dalton says she will follow up on specifics and notes significant overlap between the Rikers population and homelessness.

Crystal Hudson

What formal planning process exists between DHS and Mach J to ensure that people leaving Rikers do not enter the traditional shelter system unnecessarily?

Crystal Hudson

And which agency is responsible for leading that work?

Crystal Hudson

So I know you just touched on...

Crystal Hudson

But is there a formal, it sounds like it's the full.

Crystal Hudson

administration is bringing everybody to the table, but are you all working directly with Mach J and who ultimately is responsible?

Erin Dalton

Yeah.

Erin Dalton

I may look to my colleagues for specifics here and or need to get back to you on the specifics of how that's working on the ground, because I know that's what's important to people.

Erin Dalton

It doesn't matter if I meet with the commissioner or we meet at this level to ensure what matters is what happens on the ground.

Erin Dalton

So I will probably have to get back to you with those specifics.

Erin Dalton

But as I said, there's, I think, good work happening, which is reform work.

Erin Dalton

I don't think today, I don't think in the past, the recent past, it was the case that people wouldn't just be released and have to go through our traditional shelter system.

Erin Dalton

I think it is innovation reform work that's happening to ensure that that handoff is happening and that assessment is done prior to exit from incarceration so that people may get into stable housing quickly and effectively.

Crystal Hudson

Thank you for that.

Crystal Hudson

Are you able to provide data on how many individuals exiting custody enter DHS shelters and how many are connected to transitional housing programs

Crystal Hudson

and what performance metrics are being used to evaluate whether the city's housing strategy is supporting the successful closure of Rikers?

Erin Dalton

I certainly do not have that right now.

Erin Dalton

But I have, we are, as an administration, we are looking.

Erin Dalton

at that data.

Erin Dalton

And there is a significant overlap between people who are in Rikers today or are leaving Rikers who have previous homelessness experience.

Erin Dalton

And so it is a critical connection and we can probably work with other partners to provide that information.

Crystal Hudson

Sorry about that.

Crystal Hudson

Thank you so much for those answers.
